After Crying Megalazottak Es Megszomoritottak
Änglagård Hybris
Deus Ex Machina Deus Ex Machina
Koenji Hyakkei II - Viva Koenji
Thinking Plague In Extremis
Impressive, although I'd replace DeM with Equilibrismo da Insofferenza and possibly Hybris with Epilog, although "objectively" speaking the former made more of a buzz than the latter. Others, and obviously rather subjective:
Landberk - Riktigt Äkta (1992)
Thule - Natt (1989)
Ezra Winston - Ancient Afternoons (1990)
5UU's - Hunger's Teeth (1994)
Discipline - Unfolded Like Staircase (1997)
Happy Family - Toscco (1997)
The Spacious Mind - Organic Mind Solution (1994)
Anekdoten - Nucleus (1995)
Cynic - Focus (1993)
Mr. Bungle - Disco Volante (1995)
Tortoise - Millions Now Living Will Never Die (1995)
Iva Bittova & Dunaj - Pustit Musis (1996)
Porcupine Tree - Signify (1996)
Mark Hollis - Mark Hollis (1997)
Robert Wyatt - Shleep (1997)
Don Caballero - II (1997)
D.F.A. - Duty Free Area (1999)
Bubblemath - Such Fine Particles of the Universe (2000)
Kayo Dot - Choirs of the Eye (2004)
Dungen - Ta Det Lugnt (2005)
Sigur Ros - () (2003)
White Willow - Sacrament (2000)
Jaga Jazzist - The Stix (2003)
Sleepytime Gorilla Museum - Of Natural History (2006)
Cheer-Accident - Fear Draws Misfortune (2009)
Oh, and if the "classic" criteria is something akin to "well known", an album like And the Glass Handed Kites by Mew (or anything by the above mentioned Dungen) has done more for European diplomacy towards the grand concept of progressive rock than any 70s pastiche ever will.
And these were all 90s/00s titles - 80s faves are in abundance; too much.

Yup, Elastic Juggling fell out of my list but certainly should have been there - Miriodor needs to be. And Present's Le Poison is on my top-20 of progressive albums ever - arguably my altogether fave from the 80s.

Agreed. The 80s deserve their own thread.
As for the 90s/00s here's my list of classics:
L'Ensemble Raye - Meme en Hiver / Comme un Pinson dans l'Eau
Flat Earth Society - Trap
Polite Refusal - Geese & Swans / Steel on Stone
U Totem - s/t
Sergey Kuryokhin - Sparrow Oratorium
Rinnesya - s/t
Charming Hostess - Eat
Gatto Marte - Danae
Koenji Hyakkei - nearly all of them

DAAU - Tub Gurnard Goodness

Les Projectionnistes - Copie Zero
Cardiacs - All that Glitters is a Mares Nest
Cheer-Accident - Fear Draws Misfortune
The Ex - Mudbird Shivers
Guapo - Black Oni
Magma - K.A.
Palinckx - The Psychedelic Years (gets my vote as the best album no one ever talks about - not that I see much discussion about others in this list, but at least they get mentioned every now and then, while this one is just criminally overlooked)
QOPH - Kalejdoskopiska Aktiviteter
Thinking Plague - In Extremis
Uz Jsme Doma - Usi
X-Legged Sally - Eggs and Ashes
I left out those that I rate as high as these, but they only marginally belong to the "prog" subgenre.

Your list is pretty good as well.... I could've placed Finisterre's In Limine, Germinale's second, Universale TotemOrchestra's debut and DFA's DFA in mine too, but one has to stop somewhere (I was way beyong ten)
Though I personally don't think the 80's stand out more than the 90's or 00's (especially if one was to withdraw the RIo crowd)

How do you define 'classics'?
This was the first entry after typing 'definition of classic' in Google:
clas-sic
/ˈklasik/
Adjective
Judged over a period of time to be of the highest quality and outstanding of its kind.
Noun
A work of art of recognized and established value.
Synonyms
classical - standard
It strikes me that no matter how you attempt to qualify the term, such as by using the adverb 'widely' (which is vague anyway), it remains subjective.

I quite share the J.L.Borges defifnition, though he spoke about classical books. His thought could be extrapolated on any kind of art, I suppose so. Classic is not something that must have some this or that essential merits, but it is work of art, which make different generations of people, prompted by different reasons, return to it again and again with inapprehensible devotion.
Mystical probably, but intention is clear.
