Noekk's Grimalkin fits I believe although the vocals are quite dramatic which isn't the case with any of the others. Oh it's from 2005 though.
How about Thule? Although they have maybe more of a Gothic vibe than that melancholic Scandanavian flavour.

PPRY (aka Project) from Finland? Their albums "project: <<name stolen>>" and "Raising the Skeletons of Fire By Hand" are fitting perfectly imho.

Simon Says was almost retro-prog enugh with ther debut, but Paradise Square was defintely ne-sunding to me.

I kind of put the 70s stuff in a different mental category, but I don't know what the hell sepia-toned is supposed to mean anyway . But I would associate Hansson with Flasket Brinner, Kebnekajse, Harvester/Intl Harvester/Parson Sound... all highly recommended, but different pile.

actually, it was the first time I hear this expression for music as well, but I seemed to understand it right away , et least I think I did (and think it's a cute expression).
