Can anyone explain what what the use of this is? You get the same album twice just one time without vocals. Did Steven Wilson want a karaoke version? In that case it would be nice if they had added a booklet with lyrics.
I wouldn't know what was going on in that particular instance (Ultravox and their record company) but there has got to be several examples from the past where some musician or band, or the record company (if wanted to and had the right to), does things like this, with various generally okay justifications and reasons, including but not limited to
money coming to musician too from only the sales of such "unique"/special/derived band output, such as when Peter Gabriel released earlier album also as sung in German by him but that's not a great example because he had to actually do work for that rather than just simply remove the vocal track (if you're saying all Ultravox did was indeed simply remove the vocals in the mix)
Direct engagement with (existing or potential prospective) fans, keeping them in or drawing them into the band's world; enhances the band-and-fans social/engagement environment; here are 2 examples: 1) Done in the past by other band example by even actually providing (premix) tracks to let fans create their own remixes of already released songs in a competition setting. 2) Some fans might add their vocals to an instrumental version and upload it to YouTube for example; for countless albums and songs, there are a lot of people on YouTube who are doing that already even though it's not clear to the viewer how exactly they're getting their hands on the instrumental version.

Overall I won't comment more on this and am a bit surprised I even wrote this much about it, considering I don't try to be an expert about such topic. Someone else probably can enlighten better.

Well, it was a record day issue of the CD, so I suppose that's why they added an instrumental mix. I suppose Steven Wilson did both mixes. Alas I still don't see much use in it, because some melodies are missing this way. It is a kind of music minus one. With the German language Peter Gabriel albums, it was a kind of service for German listeners. I have one of them and I remember a Dutch radio-show that had a mash-up of the English and German version of Wallflower, which sounded great.

Wilson also made an instrumental mix for the recent Blu-Ray-version of The Hurting from Tears For Fears. I like it, the arrangements are rich enough to listen to without vocals. Maybe Vienna does not have those arrangements.

Not always at least. A song like Vienna really looses a lot without the vocals.

Going on Monday to see Thank You Scientist. They are playing with BTBAM and Rivers Of Nihil, but TYS is why I'm going. GREAT band!

^^It's great that this Japanese band covered Prelude In Sofia, a track from the Dutch progressive (acoustic ) folk-band Flairck:

From an interview I did with guitarist Yoshihisa Shimizu:

On two live-albums you’ve included Prelude In Sofia, a cover from the Dutch band Flairck. What kind of relationship do you have with their music?
I must have been one of the early listeners of Flairck’s first album when it became available in Japan. I was most impressed by the album, and naturally found myself playing the song at live shows.

Wow, I never knew that was a cover, or that the song was originally done by Flairck!
